Revitalising Harlow’s Town Centre

The Harlow Regeneration Partnership (HRP) was established in June 2023 to support the delivery of Harlow Council’s (HC) ambitious plans to regenerate the town centre into a thriving residential and commercial hub, and provide much-needed new housing.

A £50m Harlow Investment Fund has been set up to support this redevelopment, while HC has already made significant land acquisitions within the town centre. This has enabled HRP to quickly assemble a first phase of development. In addition, the wider Harlow Council House Building Programme will see the delivery of new, high-quality social rent, affordable tenure and market housing. HRP will work to ensure local communities benefit at all stages of the regeneration, through employment, training, supply chain and housing opportunities.

The Future of Harlow

Harlow finds itself at an exciting moment in its history, 75 years after the creation of Harlow New Town. It will see substantial growth over the next two decades, with the population of the wider area forecast to grow from 93,000 to c.140,000. The development of the UK Health Security Agency’s National Science Hub in Harlow and a planned new hospital will be part of this story.

The town was founded on the principles of sustainable growth; today, HC seeks to continue that and create a future to match the plans and aspirations of the town’s designer, Sir Frederick Gibberd.

The long-term investment partnership will play an important part in creating this transformation and expansion, with the ambition that it is driven by high standards of design and low carbon footprints. Both partners are equally committed to these principles.

About us

The Harlow Regeneration Partnership (HRP) is an equal partnership between Harlow Council (HC) and The Hill Group. 

The partnership was established in June 2023 to support the delivery of HC’s vision to regenerate the town centre into an increasingly mixed residential and retail/leisure district, as well as delivering new social rent, affordable tenure and market housing as part of the wider Harlow Council House Building Programme.

HRP will be strategic in its thinking and proactive in its outlook. Commercial opportunities, as part of housing schemes or standalone sites, can also address local requirements and provide HC with investment returns, which could be re-invested in other opportunities or used to support services. Site developments will also deliver agreed council corporate and community objectives and outcomes.
